Regression: Unable to open 'Customize and Control Dev-tool' Menu.

Issue descriptionChrome Version: 67.0.3384.0 (Official Build) Revision 4274cfaab72400a5c8813141f18f457ce7d70640-refs/heads/master@{#547000} (32/64 Bit). OS: Win(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.4) and Linux(14.04 LTS). What steps will reproduce the problem? 1. Launch chrome, open dev-tools on NTP. 2. Try to click on 'Customize and Control Dev-tool' icon and observe. Actual Result: Unable to open 'Customize and Control Dev-tool' Menu. Expected Result: Should be able open 'Customize and Control Dev-tool' Menu. This is a regression issue, broken in M-67 series, will soon update other info Good Build:67.0.3383.0 Bad Build:67.0.3384.0

Update : Retested above issue on Windows(7,8,8.1,10), Linux(14.04 LTS )and Mac(10.12.6, 10.13.1, 10.13.4) OS using latest Canary #67.0.3386.0 and issue is fixed. Now, able open 'Customize and Control Dev-tool' Menu under Dev-Tools. Kindly review the attached screen-cast. Thank you!
