Expose text location info in Android via Chrome Automation API

Android provides text location via https://developer.android.com/reference/android/view/accessibility/AccessibilityNodeInfo.html#EXTRA_DATA_TEXT_CHARACTER_LOCATION_KEY

This issue is to expose the data via Chrome Automation API.
