Unable to process action through xpath

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.162 Safari/537.36

Steps to reproduce the problem:
1. Using hover I opened a form.
2. Now select one option from the form.
3. Select one box, which leads to open a sub-form and this form has to submit button. Now try to click 2nd Submit button.

What is the expected behavior?
I'm trying to automate the whole process. I almost succeeded but this click on 2nd submit button is not happening.

What went wrong?
Unable to click on the submit button. Tried using CSS selector, XPath, class name and all. But still no luck.

Did this work before? N/A

Kindly give me a fix, trying to fix this from past 3days and my boss is on my head.

Could you provide page that you try to automate?
It's our web app. XPath is working for other elements but it isn't working
for that 2nd submit button.

Our web app is deployed on our environment which you can't access it.
Status: WontFix (was: Assigned)
I don't think this is actionable unless there's any access to the website.
