P2P: Duplicate download does not check if the file actually exists

Issue description

Chrome Version: Android M66 Beta
P2P Sharing Enabled

1. Download page
2. Move/rename/delete page from Downloads folder
3. Try to download page again.

Observed: The dialog comes up asking if you want to download <URL> again.
Expected: Silently download the page because the previous one is not in the folder anymore, even if it comes from the same URL. It looks like the records in the database that are "hidden" because they don't have corresponding file should not participate in the duplicate check since those records are also hidden from UI.
