Keyboard shortcuts on Chrome OS do not work when no app window is open

Issue description

Chrome Version: 64.0.3282.190
OS: Chrome OS

What steps will reproduce the problem?
(1) Close all windows/apps on the Chromebook
(2) Enter a keyboard command (ALT+1, ALT+SHIFT+S, ALT+SHIFT+L, CTRL+ALT+/, CTRL+?)

What is the expected result?
The shortcut should execute a behavior (open an app, shift focus, open menu, open help, etc)

What happens instead?
Nothing.

NOTE: This happens without the screen reader.

Google Chrome	67.0.3383.0 (Official Build) canary (64-bit)
Firmware Version Google_Samus.6300.276.0

I am not able to reproduce this bug and am therefore setting to WontFix. Here are the steps I tried: 

1) Close all windows and apps including the web browser
2) Enter the following commands: 
ALT+1   - works
ALT+SHIFT+S  - works
ALT+SHIFT+L  - works
CTRL+ALT+/  - works
CTRL+?  -  works
