US Keyboard persists even when deselected

Product Version: 66.0.3359.67 beta 
UI Language: en-US 

Description: 
It appears that deselected US keyboard comes back without any user action? 

I have added "US Extended" and "Japanese" to the default and then   
deselected "US".  The setting was saved fine and Ctrl-Space have toggled   
between them (also, clicking bottom-right corner and checking the Input   
method used to show only these two). But after a lid-open-wakeup this   
morning, I saw US enabled. Going to Settings->Languages and input/Input   
Method shows only "US Extended" and "Japanese" (which is correct), and   
Manage Input methods also shows "US" deselected.

I couldn't reproduce it on 69.0.3481.0. Please feel free to re-open it if it still happens.
