repro:
1. turn on Preserve Log
2. open http://gmail.com in a corp browser (because site isolation policy)
3. view the console

You'll see some "navigated to" entries that are added even tho the top level document isn't navigating. Pretty sure it's an iframe somewhere and that it's an OOPIF.

Because normally we dont' log non-top-level navigations to console.
