Allow Termina VMs from a guest session

Users logged in as guests should be able to start linux VMs.

This will allow for fully ephemeral developer environments in kiosk-type environments.

It needs Wayland support to use the display.

Add enable-wayland-server flag to kForwardSwitches.

This is needed to allow wayland server support in guest mode.
