VR Browsing Localization - Translation dialog not handled by VR

Issue description

Chrome Version: 67.0.3383.0 PR build from Canary
OS: Android 8.1.0 on Pixel 2

What steps will reproduce the problem?
(1) Change device language to Chinese
(2) Navigate to permission.site
(3) Enter VR Browsing
(4) Should see a Language Selection dialog at the bottom of the browsing window in VR.
(5) Click the ... menu

What is the expected result?
The Translation dialog should appear in VR.

What happens instead?
The Translation dialog shows as Non-VR content.

The translation dialog is in Japanese, not Chinese:)
