vmc start container should give user friendly message

Issue description



Chrome Version: (copy from chrome://version)
OS: (e.g. Win7, OSX 10.9.5, etc...)

Google Chrome	67.0.3376.0 (Official Build) dev (64-bit)
Revision	0
Platform	10510.0.0 (Official Build) dev-channel eve
Firmware Version	Google_Eve.9584.107.0
Customization ID	GOOGLE-EVE
ARC	4670650
JavaScript	V8 6.7.106
Flash	29.0.0.125 


What steps will reproduce the problem?
(1) Start container "vmc start foo"
(2) Try to start it again "vmc start foo"
(3) Error message says "Unable to start container". This should be "Container already started / running" to be more user friendly.

This already returns a success state. The message should not indicate error. Same goes for stopping a VM that is not running (related: 839210).
