Closed tabs are re-appearing when using multiple profiles at the same time

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1. Configure Chrome with multiple profiles:
     Default
     Profile 1

2. Open one window in each profile:
     chrome.exe --profile-directory="Default"
     chrome.exe --profile-directory="Profile 1"

3. Open a few tabs in each window

4. Close the "Default" window (close the entire window with Alt-F4, do not close the tabs individually) and make sure that all of the "Default" windows are closed, while one or more "Profile 1" windows remain open

5. Launch a new "Default" window

The tabs that were previously open in the "Default" window will now reappear.

What is the expected behavior?

What went wrong?
This problem only occurs when using multiple profiles at the same time. When you close the final window of one profile and then launch a new window, it seems the presence of the other profile's active windows are causing it to do crash recovery rather than starting fresh.

Thanks for filing the issue!

Unable to reproduce the issue on reported chrome version 65.0.3325.181 using Windows 10 with the below mentioned steps.
1. Launched Chrome.
2. Created Multiple profiles.
3. Opened few tabs in each window/profile.
4. Closed a windows which has few tabs using Alt+F4.
5. Reopened the closed profile.
We observed only one tab appeared after opening it. Attaching the screen cast of the same.
Note: We tried launching chrome with the help of commands given in comment#0, but that wasn't helpful in launching the browser.

@Reporter: Could you please have a look at the screen cast and let us know if we have missed anything in the process. Any further inputs from your end may help us.

Thanks for investigating. I'm doing similar steps but getting a different result. I'll try with a clean installation and upload a screencast for you.

As per comment#3 by the reporter waiting for a reply(screencast/screenshot if any) about the behaviour in a clean profile with out any apps and extensions. hence adding label Needs-Feedback.

As we are unable to reproduce the issue on latest stable 66.0.3359.181 and there is no response from the reporter from a long time, closing this issue and marking it as Won't fix.

@Reporter: Please feel to raise a new issue if there are any issues observed on the latest chrome builds.
