WebVR on windows will stop consuming submitted frames when you switch tabs |

Issue descriptionOn the blink side, VRDisplay only consumes submitted frames while the page claims to be visible. Similar visibility checks may break other vr presenting experiences if other APIs stop working while not visible. Check that there are no issues with XR APIs.
