Accessibility Text scaling does not work at all most elements

Reported by clshortf...@gmail.com, Mar 29 2018

Issue description

Example URL:

Steps to reproduce the problem:
1. Set Accessibility settings to 200%
2. Navigate to mostly any website
3. See almost no change to content

What is the expected behavior?
Text scaling should work.

What went wrong?
Only SOME elements are scaled, but the vast majority do not scale at all. In the sample page I linked to only HTMLTextAreaElement scales. Nothing else does.

Compare using accessibility settings on a desktop and then on Android.

Here's a comparison of a Chrome Desktop EMULATING a Pixel 2 XL with Font-Size "Very Large" in Chrome's accessibility settings:

Versus a REAL Pixel 2 XL with 200% Font-Size from the Accessibility Text Scaling (accessed over chrome://inspect):

Does it occur on multiple sites: N/A

Is it a problem with a plugin? N/A

Did this work before? N/A

Does this work in other browsers? N/A

I accidentally refreshed the comment form and it seems as though the sample site didn't post.
