Accessibility Text scaling does not work at all most elements

Issue descriptionExample URL: Steps to reproduce the problem: 1. Set Accessibility settings to 200% 2. Navigate to mostly any website 3. See almost no change to content What is the expected behavior? Text scaling should work. What went wrong? Only SOME elements are scaled, but the vast majority do not scale at all. In the sample page I linked to only HTMLTextAreaElement scales. Nothing else does. Compare using accessibility settings on a desktop and then on Android.
