Correct reproduce steps:

1. Open http://demo.prestashop.com/
2. Click [EXPLORE BACK OFFICE] button at the page top
3. Click [LOG IN] button
4. Select SELL -> Catalog -> Products
5. Select the first product. e.g. "Customizable mug"
6. Choose another language from a language selector

Actually, it's not a <textarea>, but a <body contenteditable=true> in an <iframe>. The editable element is there, but the size is too small.

@erikchen: Please help in assigning it to the right owner if this is not related to your change.

Note: Adding RB-Stable as this seems to be a recent regression, Please remove if not applicable.

Thanks!

This issue also exists in Firefox and Edge. Given that the CL in question makes Chrome's behavior match Firefox and Edge's [intentionally], this seems like an issue with the website itself.

Firefox behavior:
Changing between languages doesn't actually change the text, but it does resize the content area to different sizes.

Edge behavior:
On some language choices, the text stays english, and text area stays the same. On other language choices, the content area disappears [same behavior as Chrome].
