fetchStart after responseStart when a service worker handles a navigation

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.162 Safari/537.36

Steps to reproduce the problem:
1. navigate to a page where the navigation will be controlled by a service worker
2. after the page loads, open the console and run `window.performance.getEntriesByType('navigation')`
3. Observe the fetchStart and responseStart times

What is the expected behavior?
fetchStart happens before responseStart

What went wrong?
responseStart happens before fetchStart

Example:

fetchStart: 1245.0999999418855
requestStart: 877.7000000700355
responseStart: 1236.1999999266118
workerStart: 860.4999999515712

This may be a duplicate of https://bugs.chromium.org/p/chromium/issues/detail?id=813889, but it was unclear to me that it was actually a dupe when I filed this one
