Regression : Drop down of User is not getting closed after clicking on 'Tab' button in Lock screen |

Issue descriptionChrome Version: 67.0.3381.0/10525.0.0 dev channel Daisy,Kip,Reks OS: Chrome What steps will reproduce the problem? (1)Sign into User -> click on Uber Tray and select 'Lock' option (2)Now in Lock screen press 'Tab' button until focus is seen on Drop down of User -> Click 'Enter' from Keyboard -> User name is seen (3)Now again press 'Tab' button and observe focus is seen on 'Shut down' but drop down is not getting closed (Please refer Video) Expected: Drop down should get closed Actual: Instead drop down is not getting closed This is Regression Issue as same is working fine in M-63 @wzang: Please confirm the issue Note : Issue is also seen on M-64,M-65 and on M-66
