What steps will reproduce the problem?
(1)Recover Build >>from OOBE/ubertray >>enable Bluetooth
(2)click on any Bluetooth device to open pair Bluetooth device overlay and observe the overlay while opening(please refer video)

Actual:Pair Bluetooth device overlay opens with delay in loading the content
Expected: No such delay in loading the content should be seen in Pair Bluetooth device 

This is a Regression issue as same is working fine in M-63

Note:Issue is not seen in Linux,Windows OS
