Regression:Avatar icon,minimize,maximize and close button appears on L.H.S after changing flag to RTL.

Issue description

Chrome Version: 67.0.3383.0 (Official Build)Revision b6c093c42e2a0eb8c2d8c9dc76171b59dc65568d-refs/heads/master@{#546671} 32/64-bit.
OS: Windows 10

What steps will reproduce the problem?
(1)Launch chrome, navigate to chrome://flags and change 'Force UI direction' to 'Right-to-Left' and relauch.
(2)Observe the avatar icon, minimize,maximize and close button

Actual: Avatar icon,minimize,maximize and close button appears on L.H.S after changing flag to RTL.

Expected: Avatar icon,minimize,maximize and close button should be seen on R.H.S after changing flag to RTL.

This is a Win 10 specific regression issue broken in 'M67' and below is the bisect info:
Good Build: 67.0.3377.0 (Revision:544611)
Bad Build:  67.0.3378.0 (Revision:544931)

You are probably looking for a change made after 544787 (known good), but no later than 544788 (first known bad).
CHANGELOG URL:
The script might not always return single CL as suspect as some perf builds might get missing due to failure.

Note: Issue not seen on Windows (7,8,8.1),Linux (14.04 LTS) & Mac OS X(10.12.6,10.13.1,10.13.4).
