load event is fired before all images are rendered

Reported by wms...@gmail.com, Mar 29 2018

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.162 Safari/537.36

Steps to reproduce the problem:
1. Download the code I upload
2. Open it using chrome with devTools
3. If necessary, set network throttle to slow 3G
4. Compare the time of image rendering complete and the output string(which is 123) in console

What is the expected behavior?
The console print the string '123' before image completing rendering

What went wrong?
In Chrome, the console print '123' and then image rendered

In firefox, the console will print '123' after the image is rendered

Did this work before? N/A

Does this work in other browsers? Yes

Unfortunately, there's no guarantee in the ordering of these.

Images specified in style= are not loaded until layout happens, but window.onload can fire *before* the first layout.
