What steps will reproduce the problem?
(1)Sign into user and enable On-screen keyboard
(2)Open keyboard layout in floating mode with Emoji palette input 
(3)Scroll the keyboard horizontally and observe blue line(Please refer video)

Actual: Blue line is seen while scrolling the keyboard horizontally 
Expected: No such blue line should be seen while scrolling

This is a Regression issue as same is working fine in 67.0.3374.0/10499.0.0 dev

Note:Issue is not seen in Linux,Windows OS
