Regression:White patch is seen while changing VirtualKeyboard layout mode from floating mode to Dock mode

Chrome Version:67.0.3381.0/10525.0.0 dev channel Daisy,Kip,Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)Recover build,in OOBE from Accessibility settings >> enable onscreen keyboard
(2)Change its layouts mode >>Observe while changing its layout mode from floating mode to Dock mode(Please refer video)

Actual:White patch is seen while changing VK layout mode from floating mode to Dock mode
Expected: No such patches should be seen

This is a Regression issue as same is working fine in 67.0.3374.0/10499.0.0 dev

Note:Issue is not seen in Linux,Windows OS

We've made some changes related to this, and I just check the issue on 10577 on bob, it didn't repro anymore, can you help take another look?

Tested the issue on latest available ToT 67.0.3390.0/10562.0.0 dev channel Daisy,Kip,Reks and able to reproduce the issue.

Note:10577 is not available yet..Will update the behavior on 10577 once it is available for us.

Able to reproduce the issue on 68.0.3397.0/10589.0.0 dev channel Daisy,Kip,Reks.

I'm guessing it could be some performance issue, an initial investigation suggests "resize" consumes about 70ms, which could introduce several frames delay.

And we're doing a major refactor currently, which may help relieve this issue. So for now we'll hold this issue.

1.In OOBE screen for new keyboard, floating modes are seen disabled,unable to verify it in OOBE screen.
2.Checked in Sign in user, issue is working fine. No white patch is seen while changing VK layout mode from floating mode to Dock mode.
