What steps will reproduce the problem?
(1)Recover build,in OOBE from Accessibility settings >> enable onscreen keyboard
(2)From language section change the OOBE language from English to Arabic and again from Arabic to English >>observe overlapping of icons at ubertray
(3)Now sign into user >>click on onscreen keyboard to open and observe(please refer video)

Actual:Unable to open Virtual keyboard When icons get overlapped in Sign in UI
Expected: Should be able to open Virtual keyboard

This is a Non-Regression issue seen from M-62 

Note:
1.When icons get overlapped in OOBE/ubertray >>able to open VK by tabbing
2.Issue is not seen in Linux,Windows OS
