[Browser sample] Unable to toggle video of youtube.com into fullscreen mode.

Issue descriptionChrome Version: 67.0.3383.0 Revision b6c093c42e2a0eb8c2d8c9dc76171b59dc65568d-refs/heads/master@{#546671}(32/64 bit) OS: Windows(7,8,8.1,10), Mac(10.12.6,10.13.1,10.13.4),Linux(14.04 LTS) Pre-condition: Add 'Browser sample' extension from 'Load Unpacked extension' in chrome://extension. What steps will reproduce the problem? (1) Launch chrome, Launch 'Browser sample' extension then open youtube.com (2) Play any video and try to fullscreen, observe. Actual: Unable to toggle video into fullscreen. Expected: Video should able to toogle into fullscreen. This is a non-regression issue, seen from M60 build #60.0.3072.0

With respect to comment 2: 'Browser sample' extension is a third party extension and download it from using zip extension folder (https://github.com/GoogleChrome/chrome-app-samples/archive/master.zip) & save it in the system. Steps: 1 Navigate to chrome://extension page and click on devloper mode radio icon. 2 Click on 'Load Unpacked extension' and select 'Browser sample' extension from chrome-app-samples folder.
