Check if compaction before suspending is necessary on newer kernel

CL https://crrev.com/c/973082 adds compaction before suspending on kernel 3.* and 4.4.

Kernel 4.6+ supports kcompactd to reduce the fragmentation issue.

Check if compaction before suspending is necessary on kernel with kcompactd by running power_LowMemorySuspend.
