Disable adding printers in UI when UserPrintersAllowed is false |

Issue descriptionWhen UserPrintersAllowed is false, users can't use printers. Disable the 'ADD PRINTER' button in chrome://settings/cupsPrinters and show the appropriate message to indicate enterprise management.
