win10 image setup: step_install_winsdk: Install the Windows SDK and Debugging Tools is slow

step_install_winsdk is a step that runs an MSI that downloads ~4GB of stuff from Microsoft, and then installs it.  It's often flaky on the image builder.

Hm. Actually it's not failing there, it was just slow.

either way, we may want to investigate the ISO installation route, which does not require internet at runtime, and should speed things up.
