No option to keep potentially harmful files on Mac

Issue description

Chrome version: 65.0.3325.181
OS version: Sierra 10.12.6, High Sierra 10.13.3 and El Capitan 10.11.x
Case#: 15311336

Description:
When downloading files with certain extensions (like .jar), Chrome shows dialog that it can harm your computer and whether you want to keep it anyway. Other systems than Mac have "Keep" button in this dialog, but not Mac. Mac has three-dot menu, which used to have this option, but not anymore and the only way to keep file is to go to Downloads page.


Steps to reproduce: 
1. Try to download file with potentially harmful extension (e.g. https://github.com/apcera/sample-apps/raw/master/example-java-jar-hello/hello.jar)
2. Wait for it to finish and get dialog in tray

Current Behavior / Reproduction: 
No "keep" option in tray menu

Expected Behavior: 
Option to keep file in tray menu
