Pen pointer events lagging more than mouse pointer events on windows

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36 Steps to reproduce the problem: 1. Open Chrome on windows 10 2. Go to https://patrickhlauke.github.io/touch/tracker/multi-touch-tracker-pointer-hud.html 3. With a mouse, drag on the screen and see fast refresh & low lag 4. Use a pen/stylus and do the same - there is more lag. 5. Open chrome on a mac 6. go to the same page (https://patrickhlauke.github.io/touch/tracker/multi-touch-tracker-pointer-hud.html) 7. Use a mouse to drag and see the lag 8. Use a pen/stylus - much less lag What is the expected behavior? Similar lag between mouse and pen behavior What went wrong? Lag on windows 10 is much greater than expected. Did this work before? N/A Chrome version: 65.0.3325.181 Channel: stable OS Version: 10.0 Flash Version:

Unable to reproduce the issue on chrome reported version 65.0.3325.181 using Windows-10 Surface pro with steps mentioned below: 1) Launched chrome reported version and navigated to URL: https://patrickhlauke.github.io/touch/tracker/multi-touch-tracker-pointer-hud.html 2) With a mouse, drag on the screen and observed the behaviour 3) Used a stylus dragged on screen and observed the behaviour, seen same behaviour with both Mouse and stylus @Reporter: Please find the attached screen cast for your reference and let us know if we missed anything in verifying the issue, provide your feedback on it which help in further triaging it.
