6.2% regression in xr.browsing.static at 545179:545354

https://chromium-review.googlesource.com/976539 caused a whopping 24 byte increase in memory:chrome:browser_process:reported_by_chrome:net:effective_size_avg. This looks like an expected increase, and it's such a tiny increase anyways.
