Issue descriptionChrome Version: 67.0.3382.0 OS: macOS 10.13.3 What steps will reproduce the problem? (1) --enable-features=ViewsBrowserWindows (2) Open https://developer.apple.com/library/content/technotes/tn2150/_index.html and https://www.google.com/search?ei=L_-7Wuv_Ls6K5wK67p3ADw&q=EnableSecureEventInput+site%3Adeveloper.apple.com&oq=EnableSecureEventInput+site%3Adeveloper.apple.com& in two tabs side-by-side (3) Use Cmd+{ and Cmd+} to flip back and forth between the two tabs rapidly (4) Observe that the EV state of the Omnibox, represented by the security chip, does not stay in sync with the URL What is the expected result? The "Apple Inc. [US]" should disappear at the same time as the apple.com URL does, and "Secure" should appear at the same time as the google.com URL. What happens instead? The "Apple Inc" security chip can be displayed at the same time as the google.com URL. It also looks janky. Please use labels and text to provide additional information. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.

You may be in an experiment to hide the EV treatment. Try --disable-features=SimplifyHttpsIndicator.
