Issue descriptionChrome Version: 67.0.3383.0 OS: Chrome What steps will reproduce the problem? (1) Have at least two window open, and at least one of them should be a resizable Arc app window (2) Activate the resizable Arc app window to make it the active window (3) Long press on the overview button What is the expected result? The Arc app window is snapped to the left side of the screen, while the other windows are shown in the overview grid in the right side of the screen What happens instead? The screen is divided into left & right sides, however, nothing is shown in the left side, and the resized ARC app window is shown in the overview grid. See attached screenshot

The reason is snapping an Arc app window is an async operation, so when overview grid is opened, it's possible that Arc app window hasn't been snapped successfully, and in this case it will put in the overview mode. To fix this problem, we open the overview first and then snap the desired window.
