Link cannot be clicked when inline-block and transform'd in a column-count: 1 element

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1. Visit https://codepen.io/kevnk/pen/BrYNZb?editors=0100
2. Try to click the link (you can't)
3. Uncomment any one of the three css properties set in the CSS tab and you can

What went wrong?
You should be able to click the link when it is display: inline-block; transform: translate(0,0); inside a column-count: 1; element, but you can't. Try for yourself at https://codepen.io/kevnk/pen/BrYNZb?editors=0100

Able to reproduce the issue on chrome reported version 65.0.3325.181 using Mac 10.12.6 and the same issue is not seen on latest chrome version 65.0.3383.0, hence working on reverse bisect. We will update the bisect info and other OS behaviour later. Hence marking this issue as untriage and adding Needs-Bisect label to it.

Able to reproduce the issue on reported version 65.0.3325.181 and latest beta# 66.0.3359.66 and the same is not seen on latest canary 67.0.3386.0 using Windows 10, Ubuntu 14.04 & Mac 10.12.6, hence providing reverse bisect info

You are probably looking for a change made after 545605 (known good), but no later than 545606 (first known bad).
