[VR Browsing] "Offline" label is missing in Omnibox

Issue description

Chrome Version: 67.0.3381.0
OS: Android N
Device: Pixel 2
VRCore: 1.13.185188193

What steps will reproduce the problem?
(1) Open Chrome and go to nytimes.com and download the page
(2) Put device in airplane mode
(3) Refresh the nytimes.com tab
(4) Note the "offline" label in the url bar
(5) Enter VR browsing

What is the expected result? "offline" label should appear in the Omnibox. (It used to in previous Chrome versions)

What happens instead? "offline" label is missing.

Good catch.  This is the new UX spec.  Now, the only indication of an offline page in VR is the offline icon (and whatever Page Info popup state the user can fetch if they desire).

The test plan probably needs an update in this regard.
