Migrate CryptAuth network calls to Mojo API

Issue description

This is now the correct way to make network calls. In the future, URLRequestContext will be deprecated.

Looks like src/components/cryptauth/ only depends on net::URLFetcher.

You can follow the instructions on Issue 773295 to use SimpleURLLoader.

I don't have the cycles to get to this right now, but I'll look to get this done after bug burndown on my current project.

I believe morlovich handled the URLFetcher migration in  issue 865015 .
