Can't run Flash in FreeSMUG 65.0.3325.181 build

Reported by fred.bru...@appliedpathways.com, Mar 28 2018

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Example URL:
http://get.adobe.com/flashplayer/about/

Steps to reproduce the problem:
1. Enable Flash for target site
2. Navigate the 17 popups warning me about the evil that is Flash
3. Get to the "Control-Clisk to run Adobe Flash Player" page
4. Control-click on the page and get the popup dialog to Run/Hide/Inspect
5. Select Run This Plugin

What is the expected behavior?
The plugin runs

What went wrong?
Nothing happens. There is no error of any kind, it just appears to do nothing.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? Yes Adobe Flash

Did this work before? Yes Whatever the last version was that didn't have the additional click to run page

Does this work in other browsers? Yes

Chrome version: 65.0.3325.181 Channel: stable
OS Version: OS X 10.13.3
Flash Version: MAC 29,0,0,134

Works fine in Canary 67.0.3382.0. I reinstalled the PPAPI debug flash player to see if this was the problem and it still doesn't work.

fred.brunner@ Thanks for the issue.

Tested this issue on Mac OS 10.12.6 on the reported version 65.0.3325.181 and the latest Canary 67.0.3382.0 by following the below steps.

1. Launched Chrome and navigated to http://get.adobe.com/flashplayer/about/.
2. Control-Click to run Adobe Flash Player and clicked on Enable.
3. Could observe that flash content running without any issues.
Attached is the screen cast for reference.

Request you to check and confirm if anything is missed from our end in triaging the issue.

Thanks..

Not sure why I have different behavior in my chromium build, but attached file note that the popup says 'Run Plugin" instead of "Enable" as it shows in Canary.

Able to reproduce the issue on reported version 65.0.3325.181 and the same is not seen on latest canary 67.0.3383.0 & beta 66.0.3359.66 using Windows 10, Ubuntu 14.04 & Mac 10.13.3, hence providing reverse bisect info
Note: Able to reproduce the issue only on chromium builds but not on normal chrome builds

Reverse Bisect Info:
================
Last Bad build: 66.0.3336.0
First Good build: 66.0.3337.0

You are probably looking for a change made after 533464 (known good), but no later than 533476 (first known bad).

@Greg Kerr: Please confirm the issue and help in re-assigning if it is not related to your change, please help in merging it to M-65 if applicable
Adding ReleaseBlock-Stable as it seems recent break, feel free to remove it if not applicable.

Thanks!

Pls note M65 has been out since 03/06 and we're not planning any further M65 releases. And Seems like this is fixed in M66 (per comment #5) which is going to stable in few weeks.

[Auto-generated comment by a script] We noticed that this issue is targeted for M-65; it appears the fix may have landed after branch point, meaning a merge might be required. Please confirm if a merge is required here - if so add Merge-Request-65 label, otherwise remove Merge-TBD label. Thanks.
