[MacViews-Browser] After attaching a tab into another window, the window hover effect doesn't work

Issue description

Chrome Version: Canary 67.0.3382.0
OS: macOS 10.12.6

What steps will reproduce the problem?
(1) Enable chrome://flags/#views-browser-windows
(2) Open two windows.
(3) Attach one of the window to the the other one.
(4) Hover over the window's toolbar.

What is the expected result?
All hover effects should work.

What happens instead?
All hover effects like close hover buttons, tab hover shadow, etc. doesn't work.

FYI: Starting 04/13 M68 will be in canary, M68 Dev promotion will be on 04/26.

This is not repro on the latest Canary (69.0.3495.0). Hover effects seem to continue working in the tabstrip and toolbar after reattaching a tab.

Feel free to reopen if this repro attempt missed something.
