[LUCI-Beta-Bug] Some tryjobs added via Gerrit UI don't work |

Issue descriptionREPRO STEPS (sort of): 1. Look at https://crrev.com/c/963405 2. Adding a tryjob via cmdline works fine and adds a LUCI job that eventually completes: $ git cl try -b linux_chromium_rel_ng $ git cl try # also works 3. Adding a single tryjob via Gerrit UI adds a non-LUCI job that is always purple. "Adding a tryjob via Gerrit UI" = 3.1. click "Choose tryjobs", 3.2. select a checkbox next to "linux_chromium_rel_ng", 3.3. click "Add". EXPECTED BEHAVIOR: Adding a tryjob via Gerrit UI works ACTUAL BEHAVIOR: Tryjob added via Gerrit UI is always purple.
