`git pull` handshake got very slow

Issue description

On both my mac and my windows laptops, after running `git pull` it takes many seconds before anything is printed. I had synced on my mac 10 minutes ago; here are times from pulling again:

$ time git pull

I think this used to be much faster (?)

Forwarding over to Infra>Git for triage. This doesn't sound like a trooper issue, but perhaps a possible non-critical service degradation. The runtimes also don't look unusual to me - IIRC, git has always been slow for me on chromium/src. But I don't know if we have historical data to compare...
