Steps to reproduce:
1. Launch chrome 
2. In NTP, tap on Recent tabs 

Observed results:
Notice that Status bar is not visible 

Expected results:
Status bar should be visible as it is visible for other settings dialogue box(bookmarks, history, etc..)
