OS: Mac(10.12.6, 10.13.1, 10.13.4).

Steps to reproduce:
1.Launch chrome and open window in full screen.
2.Press ctrl+f to open 'find in page 'bubble and press tab key until focus reaches to close(X) icon.
3.Now mouse hover on mac menu bar and observe.

Actual: Focus ring on find in page is seen misplaced on full screen window.
Expected: Focus ring on find in page should not be seen misplaced on full screen window.

This is Regression issue broken in 'M-62’ and Using the per-revision bisect providing the bisect results,

Good Build: 62.0.3166.0(Revision: 489162 )
Bad Build:  62.0.3167.0(Revision: 489499 ) 

You are probably looking for a change made after 489357 (known good), but no later than 489358 (first known bad).
