Increase of REQUEST_JOB_ERROR_NO_PROVIDER_HOST on ServiceWorker.URLRequestJob.MainResource.Result from 66.0.3359.46 on Android

Breakdown by versions (66.0.3359.46 and 66.0.3359.30) clearly shows the ratio of REQUEST_JOB_ERROR_NO_PROVIDER_HOST in 66.0.3359.46 is higher than 66.0.3359.30.

On windows, it has been increased on Mar 19 on the same version (66.0.3359.33).
However, the ratio in  vs 66.0.3359.45 looks slightly higher than 66.0.3359.33.
