What steps will reproduce the problem?
(1)Recover build -> In Sign-in screen  at Uber Tray turn-off WI-FI 
(2)Now observe "Network not available" page is seen ->insert Mobile Dongle with SIM locked -> gets initialized i.e. Mobile data with initializing... is seen at   Uber tray
(3)After few seconds at Uber tray observe 'SIM is locked' message is seen  -> Now In "Network not available" page click on  'Select a network' drop down -> select 'Enable Mobile data' option
(4)Observe 'Enter SIM card PIN' overlay is seen missing i.e. on selecting 'Enable Mobile data' option nothing happens

Expected:  'Enter SIM card PIN' overlay should be seen after selecting 'Enable Mobile data' option 
Actual: Instead nothing happens i.e.  'Enter SIM card PIN' overlay is seen missing 

This is Regression Issue as same is working fine in M-63 

@stevenjb: Please confirm the Issue

Note : 
1.Issue is also seen on M-64,M-65 and also on latest M-67
2.Issue is working fine in M-62
