VR browsing feedback prompt appears as infobar in VR browsing

Issue description

Chrome Version: M67
OS: Android

What steps will reproduce the problem?
I'm not sure as I was handed the device. I assume this happens after some amount of usage. It's possible this was displayed after exiting VR (when it is expected to be displayed) and still present when re-entering VR.

What is the expected result?
The feedback prompt for VR browsing should not be displayed in VR where it is more difficult to type. Also, since this is not a page-specific UI, I don't think it should appear as an infobar at the bottom of the page.

What happens instead?
An infobar asking for feedback on VR browsing is displayed while viewing a page in VR browsing. It follows the style of page-specific infobars, sliding out of view when scrolling down the page.

Change of plans. Closing the infobar before exiting VR is hacky. Thus, we decided to punt this until we have a general solution for infobars in VR. However, if you click PROVIDE FEEDBACK it opens a 2D activity. This is tracked in  issue 830820  and should be fixed for MVP.
