Launcher: App Info dialog has no visible window border

Platform	10452.28.0 (Official Build) beta-channel eve

What steps will reproduce the problem?
(1) Open Launcher
(2) Right-click on any app and select 'App Info' 
(3) App Info dialog is displayed. Observe the dialog borders.

What is the expected result?
The dialog should have visible window borders.

What happens instead?
The dialog has no window border.

This is still reproducible on ToT M69 (10827.0.0, 69.0.3475.0)

This should be using the same shadow as an active window, Material shadow 24dp elevation.
