Draw issues occurring when scrolling svg in an iframe or object tag with a matrix applied which is causing flashing, flickering, and ghosting on other elements in the page

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36 Example URL: https://codepen.io/bbooker/pen/yKpOrX Steps to reproduce the problem: 1. Load the codepen url referenced in the issue. 2. In the bottom frame scroll the content containing the svg images of the camera. 3. Notice that the top bar in the frame will flicker on scroll and there will be some ghosting of the camera image on this top bar. What is the expected behavior? That the scroll happens without ghosting or flickering happening on other elements of the page. What went wrong? The flickering and ghosting of the elements on the page during scrolling is the problem. The problem only seems to occur when a css transform is applied to the iframe. The problem is also seen when using an object tag to view svg. Does it occur on multiple sites: N/A Is it a problem with a plugin? No Did this work before? Yes 64.0.3282 Does this work in other browsers? Yes Chrome version: 65.0.3325.181 Channel: stable OS Version: 10.0 Flash Version: Appears to be working in Canary 67.0.3381.0 .

Able to reproduce this issue on reported version 65.0.3325.181, but issue is fixed on latest beta 66.0.3359.45 and on latest canary 67.0.3381.0 using Windows 10, Mac 10.13.3 and Ubuntu 14.04. Last Bad Build: 66.0.3350.0 First Good Build: 66.0.3352.0 You are probably looking for a change made after 537453 (known good), but no later than 537454 (first known bad).
