Launcher is dismissed on triggering app info/uninstall confirmation dialogs

What steps will reproduce the problem?
1. Open Launcher in either peeking mode or full screen mode
2. Right-click on any app and select App info (or) Remove from Chrome (or) Uninstall option 

What is the expected result?
Launcher should not be dismissed. Dialog should open on top of launcher. 

What happens instead?
Launcher is dismissed.

This is a regression. Issue not observed on M65 stable
