Teach sml to use 'atest --skylab' when adding server to server-db |

Issue descriptionMigrated from b/73386852 This is the only writer of server db, so needs to move to cros_infra_inventory before skylab inventory: server_db an go live. We need to redo the work here to work with the external skylab tools now.
