transform CQ_INCLUDE_TRYBOTS to LUCI

When processing a CL with CQ_INCLUDE_TRYBOTS directive that specifies buildbot builders that were migrated to LUCI (migration app says LUCI is prod), automatically correct them to use LUCI instead.

Andrii, how hard is this?

The alternative that kbr@ and cwallez@ are considering is to write a script that updates Gerrit CLs and add a step to use to go/migrate2luci.
