[LUCI-Task-Force] Infra Failure on several LUCI bots |

Issue descriptionAround 8:07AM PDT today several LUCI bots had 'Infra Failure'. Example failed builds: https://ci.chromium.org/p/chromium/builders/luci.chromium.ci/Android%20arm64%20Builder%20%28dbg%29/662 https://ci.chromium.org/p/chromium/builders/luci.chromium.ci/Android%20x64%20Builder%20%28dbg%29/201 https://ci.chromium.org/p/chromium/builders/luci.chromium.ci/Fuchsia%20x64/1072 https://ci.chromium.org/p/chromium/builders/luci.chromium.ci/Win%20Builder/1201 Each bot failed once and green again now. Filed this bug for track in case it happens again.

CL above landed. I consider the purpose of this bug fullfilled -- we'll know if it happens again.

I'm worried that CCI troopers will never see this alert, and we'll start to worry about something breaking. A user might also file bugs about this, and we'll have to start investigating. If this alert really does catch these errors, will the foundation trooper communicate with the CCI trooper about this? Just a drive by thought.
