Site doesn't go fullscreen

Issue description

M67 canary (has been happening for a while)

- enable UI refresh
- go to https://forecast.weather.gov/MapClick.php?CityName=Ashburn&state=VA&site=LWX&textField1=39.0414&textField2=-77.481&e=1#.WrqQ_ZwpDDv
- scroll down page

expected:
- omnibox and bottom toolbar hide

actual:
- omnibox and bottom toolbar remain visible.

Safari fullscreens correctly.

Fullscreen is disabled because their SSL certificate is broken, and we ensure that the page toolbar is visible while displaying a broken security icon.

Ah, good catch. The (i) is so subtle, I didn't even notice that. If their cert is in fact broken, shouldn't we have something more prominent in the UI, or have we decided not to do that any more?

It looks like the problem is mixed content, not a broken SSL certificate. (The page loads images or other resources over http://.)
Yes, estark@ is correct; this is due to mixed content pages.  Pages with broken SSL certificates still show the big red icon to make it more obvious.  Should we also be showing a more visible SSL indicator for mixed content pages?  From the user's perspective, they can't really tell which parts of the page are loaded from http vs. https, so it might be better to be more aggressive with our messaging.
